The Düsseldorf-based defense company Rheinmetall plans to establish a large-scale production of missiles and rockets, including weapons for the Patriot air defense system, in Europe as part of a joint venture with the US company Lockheed Martin. As Rheinmetall CEO Armin Papperger explained during a conference call with analysts last week, talks are currently underway to establish the joint venture, in which his company aims to acquire a 60 percent stake.
The reason for this is that manufacturing capacity in the US is insufficient to meet European demand, Papperger said. "Sometimes you have to wait ten years to get missiles from America, which is far too long." Therefore, the two partners wanted to establish a European "Center of Competence" for missiles.
The Rheinmetall CEO announced his intention to build a production capacity of up to 10,000 missiles and the same number of large and small rocket motors per year, with comprehensive vertical integration.
The Rheinmetall CEO estimates that the production line will be ready in 12 to 13 months. Final assembly will also take place there. Development work will be carried out jointly with Lockheed Martin, meaning that IPRs will also be located in Europe. However, the project requires US government approval, which both partners are working on. Papperger expects that after engine production starts next year and rocket production in 2027, the years 2028 and 2029 will be characterized by the ramp-up phase. After that, there is a revenue potential of €5 billion, assuming the joint venture's production is fully booked. Rheinmetall is striving to supply as many components as possible to the joint venture.
Lockheed Martin is currently ending ATACMS production because the PrSM is being manufactured. Therefore, there are discussions about processing US contracts at the new factory and thus generating the first one to two billion euros in revenue. Papperger explained that the plan is to take over the ATACMS assembly lines directly from the US. He predicted that the capacity for the new engine production will be quickly utilized, given Ukraine's high demand for Patriot missiles.
The Rheinmetall CEO estimated the current missile requirement at 600 to 800 ATACMS per year, around 2,500 GMLRs, 5,000 Hellfires, 5,200 JAGMs and 250 to 300 PAC-3s.
According to him, supply chains for production are currently being established. The idea for this was developed by Lockheed Martin's CEO and himself during the Munich Security Conference. The idea was to offer electronic component manufacturers a five-year contract and a large down payment.
According to Papperger, European customers prefer ATACMS with a range of up to 300 kilometers over GMLRS with up to 150 kilometers. Longer ranges are preferred. In Germany, 500 or 600 kilometers are also being discussed – ranges that currently only the PrSM offers.
When asked about the possible establishment of a Missile Excellence Center, the US defense company Lockheed Martin stated that the company is working with its European allies to identify opportunities for cooperation to meet the global demand for US munitions and precision strike capabilities.
Lockheed Martin said it wants to ensure that any potential collaboration strengthens American manufacturing capacity, creates jobs in the US and Europe, and accelerates the delivery of these goods. "Any collaboration between our companies is subject to the approval of the US and German governments," Lockheed Martin emphasized. Since negotiations are still ongoing, any details communicated are premature and unofficial.

A U.S. B-52 bomber will fly over Riga with NATO allies, symbolizing a commitment to Baltic security. The event includes a photo contest, inviting civilian engagement.
At one time, the United States military went out of its way to avoid having its aircraft photographed from the ground.
The situation is very different today, and U.S. Air Force Europe-Air Force Africa (USAFE-AFAFRICA) announced that a Boeing B-52 Stratofortress will conduct a flyover of Riga, Latvia, on Friday and is now encouraging observers to share photos of the long-range strategic bomber on social media.
“[The] B-52H Stratofortress is scheduled to conduct a flyover in Riga, Latvia, above the Monument of Freedom and Lielvārde Air Base on May 16 at approximately noon local as part of the Bomber Task Force Europe mission set, demonstrating the United States’ commitment to security in the Baltic region and across NATO’s eastern flank,” USAFE-AFAFRICA announced.
The U.S. Department of Defense (DoD) and U.S. Air Force does not typically give advanced notice about Bomber Task Force (BTF) missions, and it is unclear if the B-52 is being deployed to Europe or if it is conducting a CONUS-to-CONUS mission from an Air Force Base (AFB) in the United States.
The most recent bomber deployment to Europe, BTF 25-2, began in February, with four B-52H bombers from the 69th Expeditionary Bomb Squadron (EBS), Minot Air Force Base (AFB), North Dakota, deployed to Royal Air Force (RAF) Fairford.
During the deployment, the U.S. bombers participated in a patrol mission over the Mediterranean, escorted by Israeli Air Force F-35 Adir stealth fighters. They also participated in a low-pass flyover in Sweden to observe the first anniversary of the Nordic nation’s accession to NATO.
The B-52 Bomber Fly-Over: A Symbol of Latvian Freedom
USAFE-AFAFRICA has announced the flyover of Latvia’s capital city and provided additional details.
“The B-52H Stratofortress will fly in formation with Allied fighter jets currently deployed supporting NATO’s Air Policing missions. This multinational flyover highlights Allied cohesion and the strength of coordinated air operations in defense of shared regional security objectives,” USAFE-AFAFRICA further explained.
“Baltic security is essential to the stability of the entire Euro-Atlantic region. This flyover showcases the continued cooperation between Allies to preserve peace, strengthen deterrence, and ensure a secure and prosperous Baltic Sea region.”
The “optimal flyover visibility is expected from the Monument of Freedom,” which was installed to honor the soldiers killed during the Latvian War of Independence. It was first unveiled in November 1935 to symbolize “Latvian statehood, national unity, independence, and freedom.”

In a post on X, USAFE-AFAFRICA announced the “Photo Contest” and called for those in Riga to “Capture the multinational flyover & submit your photo for a chance to be featured.”
Those wishing to participate should “Take a photo of the B-52 and Allied aircraft during the flyover,” and “Post it on Instagram or Facebook with #RigaFlyer and tag: @usafe_afafrica @HQUSAFE.”
The winner will get a spotlight feature on the USAFE-AFAFRICA social media feeds.

BERLIN —Germany will take more responsibility for Europe's defense by building the strongest army in the EU, conservative Chancellor Friedrich Merz said in a wide-ranging speech in the Bundestag on Wednesday.
"The federal government will provide all the financial resources that the Bundeswehr needs to become the strongest conventional army in Europe,” Merz said. “This is more than appropriate for the most populous and economically strongest country in Europe. Our friends and partners also expect this from us, and what's more, they are actually demanding it."
The comments come after Merz led a historic U-turn on German fiscal policy, including a drastic loosening of the country’s constitutional debt brake to potentially unlock hundreds of billions of euros of borrowing for defense. That cash can also be used to finance military support for Ukraine.
Merz said the purpose of bolstering the military would be to deter aggression.
“Our goal is a country, a Germany and a Europe that are together so strong that we never have to use our weapons,” the new chancellor added.
At the same time, Merz vowed that Germany — Ukraine’s second-biggest provider of military aid after the United States — would continue to back Kyiv. “There must be no doubt about where we stand,” he said. “Namely, unconditionally on the side of the Ukrainians.”
Merz also said that Germany was “very concerned about the growing closeness between Beijing and Moscow” and that Berlin would make a strong case to China to play its part in resolving the war in Ukraine.
Since Russia’s full-scale invasion of Ukraine in 2022, Germany has drastically increased military spending, though its armed forces — known as the Bundeswehr — remain in dire need of investment after years of post-Cold War disarmament and austerity.
For Merz, following through on the promise to build Europe’s largest conventional army won’t be easy. Gen. Carsten Breuer, Germany’s top military commander, told an audience at the German Council on Foreign Relations in April that Germany needs 100,000 additional troops “as quickly as possible.”
Yet, despite intensified recruitment efforts, troop levels have flatlined at around 182,000 as many young people in Germany shun military service.
During the second half of his speech, Merz vowed to revamp Germany’s struggling, export-driven economy, which has contracted for two years in a row, by reforming the country’s bureaucracy and by incentivizing investment and entrepreneurship.
